GENERAL INFORMATION: The Minnehaha County Equalization Office invites applications for an Appraiser. The incumbent will independently perform appraisal work to establish real property values for tax assessment purposes. The individual selected for this position will conduct on-site property inspections, measure various property structures, record findings, analyze a wide variety of data, and calculate property value.

Appointment as an “Appraiser in Training” or “Appraiser” is dependent upon qualifications.

EXAMPLES OF DUTIES INCLUDE: Appraise the market value of agricultural land, residential homes, mobile homes, commercial businesses, and accessory buildings. Conduct on-site property inspections, review plans, record data, analyze trends and comparables, calculate values, and maintain current and historical property information. Assist the public off- and on-site by phone, email, mail, or in person to provide information concerning the real estate tax process. Locate and identify parcels of land on maps and prepare mapping presentations. Defend appraisal estimates and methods during the appeals process by conducting physical inspections, comparative sales analysis, writing reports, attending meetings, and creating presentations. Maintain accurate and current knowledge about applicable state laws and assist in compiling data for compliance. Attend annual schools, conferences, and workshops to maintain professional appraiser certification.

If incumbent is hired as an “Appraiser in Training” the duties listed are performed in a training capacity.

MINIMUM QUALIFICATIONS: High school diploma or GED and ability to learn building construction techniques, methods and materials. Comparable combination of education and experience may be considered. Possession of a valid driver’s license and must maintain a safe driving record. Ability to read and interpret directions, manuals and other written guidelines. Ability to learn real property appraisals and assessment principles and practices. Ability to obtain CAA (Certified Appraiser/Assessor) certification within one year. Ability to communicate effectively both orally and in writing. Ability to establish and maintain effective working relationships with employees, other agencies and the public. Ability to maintain professional appearance and demeanor.

Consideration for appointment as an Appraiser requires two years of relevant work experience.

PREFERRED QUALIFICATIONS: Possession of CAA certification is preferred. Bachelor’s degree; appraisal experience; real estate experience; and/or construction experience. Working knowledge of state laws governing the assessment and collection of real property taxes.

SD Public Assurance Alliance (SDPAA) Executive Director

THE POSITION: The SDPAA’s Executive Director is the principal executive officer of the Pool and will act on behalf of and report to the SDPAA Board of Directors. The Executive Director shall supervise and control the day to day operations of the Pool and shall carry out the policy of the organization as established by the Board. These duties include providing administrative leadership, implementing and monitoring policies, marketing, financial analysis, vendor management, serving as board and member liaison, and program development.

The position is expected to be filled within a salary range of $115,000 – $175,000 annually depending upon the qualifications and experience of the successful candidate. The benefit package for the position includes group health insurance and retirement package through the South Dakota Retirement System pension benefits. The SDPAA will consider negotiation of relocation expenses if appropriate.

PROFESSIONAL EXPERIENCE AND QUALIFICATIONS: The key criteria for the position are excellent leadership, management and communication skills along with the ability to plan, organize, direct and supervise the functions and activities of the Pool to meet its strategic and operational goals and objectives. Experience in the areas of risk management, multi-line insurance, and alternative risk financing structures, reinsurance negotiations, and service delivery to the governmental community and within the pooling environment are highly desirable.

Qualifications for this position are normally acquired through at least ten years of experience in a leadership role for a risk management and/or insurance related organization. A desirable, but not required, academic background and designations may include an undergraduate or graduate level degree in business or public administration, finance, risk management, insurance or a related field; credential designations obtained through one of the various insurance industry organizations are also desirable, but not required. The successful candidate will have the experience, education and credentials that, in combination, demonstrate the abilities to successfully lead the pool.

The SDPAA is a risk-sharing pool whose 400+ Members are comprised of local governmental entities throughout the State of South Dakota – primarily cities and counties.  The Pool provides coverage for property, general liability, public official’s liability, law enforcement liability, automobile physical damage & liability, boiler & equipment breakdown, crime and cyber liability.

EXAMPLES OF DUTIES INCLUDE: Represent and advise the Board of County Commissioners, elected and non-elected Minnehaha County department heads, and Minnehaha County agencies and offices on litigation and legal issues by attending Commission meetings, drafting correspondence, giving oral and written legal opinions, preparing and reviewing contracts, agreements, easements, bid specifications, civil/criminal proceedings, and other legal documents.

Represent the State in criminal, involuntary civil commitment and juvenile case proceedings. Prepare and present cases for legal proceedings. Perform pre-trial motion practice. Perform appellate work.

Supervise and assign work to paralegal. Provide direction to attorneys and other staff. Consult in the planning, development, and implementation of office policy and procedures for State’s Attorney’s Office. Assist State’s Attorney on internal personnel issues.

Prepare and present training to Minnehaha County officials on legal issues involving county government. Coordinate and plan with other governmental legal and management staff at the municipal, township, state, and federal levels of government on Minnehaha County issues.

Represent the State’s Attorney’s Office and Minnehaha County at public, private, and inter-governmental programs and events. Attend speaking obligations and educational functions. Communicate with the media.

Represent Minnehaha County in negotiations with bargaining units representing Minnehaha County employees. Oversee resolution of grievances from bargaining units.

Assist and advise Minnehaha County offices on the collection of obligations to Minnehaha County. Review mortgage foreclosure actions. Oversee bail bond processes.

Draft, file, and present proposed Minnehaha County ordinances and State legislation. Lobby legislative and other State governmental agencies on the operation and funding issues of county governments.

MINIMUM QUALIFICATIONS:  Graduation from a college of law and attainment of a Juris Doctorate degree from an accredited law school plus five years of legal, relevant work experience. Admission by the Supreme Court of South Dakota to practice law in the state of South Dakota or be licensed to practice law in any other state and able to take the next available South Dakota bar examination. Comparable combination of education and experience may be considered. Must successfully complete pre-employment background process. Working knowledge of South Dakota civil and criminal law, methods, and practices of pleadings. Working knowledge of court proceedings. Working knowledge of principles, methods, materials, and practices utilized in legal research. Working knowledge of general law and established precedents. Ability to speak and write effectively in the preparation and presentation of legal matters. Ability to direct and supervise the work of others. Ability to establish and maintain effective working relationships with co-workers, other agencies, and the public. Ability to maintain a professional appearance and demeanor.

PREFERRED QUALIFICATIONS: Demonstrated leadership abilities, supervisory skills, and strong organizational and motivational skills. Strong working knowledge of civil litigation, collective bargaining, contracts, employment law, zoning and issues affecting jails.

BUFFALO COUNTY – DIRECTOR OF EQUALIZATION POSITION

Buffalo County will be accepting applications for the position of Director of Equalization.

JOB RESPONSIBILITIES: Perform statutory duties of the Director of Equalization in accordance with SDCL Chapter 10 and SD Department of Revenue Interpretive Rules. Serve as Zoning Administrator with duties of providing applications for zoning, variances and conditional use permits, and conducting Zoning Board meetings. Issue & maintain 911 addresses for Buffalo County residences. The Director of Equalization must obtain a Certified Appraiser Assessor designation from the South Dakota Department of Revenue within one year of appointment. These requirements are to complete and pass the 5 IAAO courses, South Dakota Department of Revenue Basic Course and work one year in an Assessor’s office.

APPLICANT MUST HAVE:
High School diploma or possess a GED Certificate.
A valid driver’s license.
Ability to read and understand maps, legal descriptions, plats, topographic maps and soil surveys.
Maintain good public relations with the public and other county employee’s.
Must be skilled in operating office equipment.
Willing to learn to use GIS equipment and soft wear, Arc Map and Microsoft office including work, excel & access.
